No. ISO develops International Standards but states that it does not provide certification. Certification is performed by an external independent certification body.
What does an accreditation body do?+
An accreditation body formally evaluates whether a certification body is competent to perform specified conformity-assessment work. In the UAE, accreditation scope should be checked with the relevant recognised accreditation authority or directory.
